Hiring for Higher Education Development in Pakistan (HEDP) 

The Higher Education Commission (HEC), Pakistan is starting a World Bank-funded Higher Education Development in Pakistan (HEDP) project. The Project Coordination Unit has been set up under the HEC for the HEDP project.The services of eligible, motivated and professional candidates are required for PCU based in Islamabad on a contract basis. 1. Environmental Specialist

• One 

QUALIFICATION & EXPERIENCE/COMPETENCIES 

•  Postgraduate degree (18 years of education) in environmental sciences. environmental engineering or environmental studies 
• At least 8 years of experience in environmental management related tasks/activities 
• Previous experience of working with World Bank or equivalent international standards is required 
• Strong written and oral communication skills 
• Proven report writing skills 
• Proficiency in usage of computer desktop applications and office software packages 

2. Social Development Specialist

No.Of Posts:

• One 

QUALIFICATION & EXPERIENCE/COMPETENCIES 

• Postgraduate degree (18 years of education) in Social Sciences/development studies 
• At least 8 years of experience in social management and gender-related tasks/activities
•  Previous experience of working with World Bank or equivalent international standards is required 
• Previous experience in conflict and citizen engagement 
• Strong written and oral communication skills 
• Proven report writing skills 
• Proficiency in usage of computer desktop applications and office software packages 

3. Procurement Specialist

QUALIFICATION & EXPERIENCE/COMPETENCIES 

• Bachelor’s/Master’s degree (16 years of education) from a reputable national/international University 
• 10 years of experience (after acquiring stipulated qualification) with at least two years of working on public procurement with exposure to procurements of goods and consultant services 
• Familiar with PPRA rules and public procurement issues in Pakistan particularly with respect to donor-funded projects 
• Strong written and oral communication skills 
• Proven report writing skills 
• Proficiency in usage of computer desktop applications and office software packages 

4. Monitoring & Evaluation Specialist

QUALIFICATION & EXPERIENCE/COMPETENCIES 

• Bachelor’s/Master’s degree (16 years of education) from a reputable national/international University 
• At least 10 years of experience 
• Preference will be given to those who have sound knowledge of M&E practices of World Bank or similar international organizations. 
• Incumbent should have experience of M&E methods, approaches, planning, design and implementation of M&E systems.  
• Strong written and oral communication skills 
• Proven report writing skills 
• Proficiency in usage of computer desktop applications and office software packages 

5. Communication Specialist

QUALIFICATION & EXPERIENCE/COMPETENCIES 

• Bachelor’s/Master’s degree (16 years of education) from a reputable national/international University 
• 10 years of experience 
• Preference would be given to those who have sound knowledge of communication practices of the World Bank or similar international organisations. 
• Experience in communication methods and approaches, planning, design and implementation of communication systems data and information collection analysis 
• Proven ability to design, develop and implement both strategic communication programmes and supporting tactics Expertise in media outreach 
• Familiarity with international best practices in communication strategies 
• Strong written and oral communication skills 
• Proficiency in usage of office automation, project planning/management and statistical packages 

6. Project Coordinator

QUALIFICATION & EXPERIENCE/COMPETENCIES 

• Bachelor’s/Master’s degree (16 years of education) from a reputable national/international University 
• 15 years of experience with at least 5 years working in a senior level capacity managing large complex projects with multiple stakeholders 
• Preference will be given to those who have experience in working on World Bank projects or similar international projects 
• Experience of interacting with senior level policy makers and partner institutions 
• Experience in working in the education sector 
• Strong written and oral communication skills 
• Proficiency in usage of computer desktop applications and office software packages 

7. Programme Specialist One

QUALIFICATION & EXPERIENCE/COMPETENCIES 

• Bachelor’s/Master’s degree (16 years of education) from a reputable national/international University 
• 8 years of experience, at least 2 of which should be in a management and/or advisory role 
• Strong written and oral communications skills 
• Proficiency in usage of computer desktop applications and office software packages 

8. Programme Specialist-IT

QUALIFICATION & EXPERIENCE/COMPETENCIES 

• A Bachelor’s/Master’s degree (16 years of education) from a reputable national/international University in Computer Science or related discipline 
• 10 years of experience in technology-related roles with 2 years in managing technology implementations/roll-outs 
• Good knowledge of industry environment of Pakistan/technological advancements along with the international trends/competencies 
• Strong written and oral communication skills 
• Proficiency in usage of computer desktop applications and office software packages 

9. Programme Specialist- Academics One

No.Of Posts:

• One 

QUALIFICATION & EXPERIENCE/COMPETENCIES 

•  A postgraduate degree (18 years of education from a reputable national/international University 
• 10 years of experience with at least 4 years of experience in higher education 
• Ability to prepare training evaluation tools 
• Demonstrated experience in capacity development initiatives 
• Hands-on experience of report writing 
• Strong written and oral communications skills 
• Proficiency in usage of computer desktop applications and office software packages 

10. Programme Specialist-R&D

No.Of Posts:

• One 

QUALIFICATION & EXPERIENCE/COMPETENCIES 

• A postgraduate degree (18 years of education) from a reputable national/international University 
• 10 years of experience, preferably within R&D and academia 
• Good knowledge of industry environment of Pakistan research advancements along with the international trends/competencies 
• Hands-on experience of report writing 
• Strong written and oral communication skills 
• Proficiency in usage of computer desktop applications and office software packages

PERIOD OF CONTRACT: Two years (Extendable till the completion of the project based on assessment of performance)
