The deadline for online submission of applications for admissions in BSc (Engineering) and Pharm-D is extended to December 31, 2020.

​​​​The Self-Finance Scheme aims to assist foreign students and dual-nationality holders with educational aspirations in Pakistan. Originally a project of the Economic Affairs Division, the Scheme was transferred to the Higher Education Commission in 2006, and assures a limited number of seats in the disciplines of medicine (MBBS), dentistry (BDS), pharmacy (Pharm-D) and undergraduate engineering (B.Sc Engineering). This program is open to Dual National Pakistanis and Foreign citizens with an HSSC or equivalent degree​

Objectives​

  • To encourage expatriate Pakistanis to stay connected with their mother country, and foreign nationals to learn about Pakistani culture and society
  • To encourage knowledge-sharing with friendly, fellow developing countries
  • To improve relationships with the international community

​Note: The applicant must hold a foreign nationality at the time of application submission and admissionEligibility Criteria:

  •    MBBS & BDS:
  • Student must have physically studied FSc/HSSC, A-level or equivalent outside Pakistan.
  • Must have secured 65% Marks in FSc / HSSC, A-Level or equivalent as per equivalence certificate issued by IBCC and must have passed at-least three (03) compulsory subjects i.e. Biology, Chemistry and Physics/Mathematics.
  • In order to qualify for admission for the 2021 Session ONLY, SAT II results can be used instead of the MDCAT by students who have completed their HSSC programs from outside Pakistan, and where weightage of different subjects results in SAT II would be taken into consideration as follows:1. Biology: 40%2. Chemistry: 35%3. Physics/Maths: 25%Due to the COVID-19 pandemic, SAT I has not been conducted universally in 2020. Therefore, English shall be an exempted subject to those students who have completed their HSSC/High School program from an institution/country where the medium of teaching is English.
  • Pharm.D:
    • Minimum 60% marks in HSSC or its equivalent qualification (in the form of equivalence certificate from Inter Board Committee of Chairmen (IBCC) in at least three compulsory subjects of Biology, Chemistry and Physics / Mathematics.
  • Engineering:
    • Minimum 60% marks in HSSC or its equivalent qualification (in the form of equivalence certificate from Inter Board Committee of Chairmen (IBCC) in at least three compulsory subjects of English, Chemistry and Physics / Mathematics.
  • The applicant must have a valid TOEFL score of 500 or IELTS score of 5.5. However, language proficiency test results need not be submitted for students whose medium of instruction at the higher secondary level was English.

Important Note to Students: 

Please note that dual nationals with a domicile of Punjab are not eligible for MBBS / BDS under this scheme. They may instead apply for the open-merit seats designated to dual national Pakistanis and Overseas Pakistanis with a registered domicile of Punjab. However for Engineering and Pharm-D admissions there is no restriction of domicile.

Procedure for online application:

  • Create your profile online by visiting the above link and upload all the scanned copies of original documents
  • After creating your online profile, go to Academics link in the LEFT Pane
  • After clicking Academics, click on Admission of Foreign students under Self Finance Schem and continue at the right side of pane and then click on application form
  • Fill all the fields coming on the right pane
  • When the student is confirmed that he / she has filled all the fields he would click of the submit button at the bottom right pane.
  • After clicking the submit button, the application stutus would show “Submitted” in the DASHBOARD. 

NOTE: Only “Online Submitted” application forms will be processed by system for merit list generation. “Saved” applications will not be considered at any stage of the admission process. 

TERMS & CONDITIONS

Terms & Conditions of HEC Self Finance Scheme

1. Selection of the students against the seats allocated to foreign students of Pakistani origin will be made purely on merit to be determined by Higher Education Commission Islamabad as per following formula for MBBS and BDS: 

  • HSSC / Equivalent                                                      (50%)
  • SAT-II / Foreign MCAT / Admission Test Score       (50%) 

Merit for BSc (Engineering) and Pharm-D is 100 % in HSSC or equivalent qualification in the form of equivalence certificate issued by Inter Board Committee of Chairmen (IBCC) Pakistan.

2. If the applicant has applied and has been selected for multiple programs (MBBS, BDS and D. pharmacy), selecting a college for any 1 program will automatically lose his seat for all other programs.

3. If the applicant has applied and selected for multiple Universities / Colleges in respective discipline, the student has the options either to accept the offer or wait for next merit list.

4. If the applicant accepts the offer by selecting the University / College of choice and issuance of HEC recommendation letter, student name would be removed from all subsequent merit list of all other Universities / Colleges and all the schemes in which he/she has applied i.e MBBS / BDS, Pharm-D or BSc Engineering. No request for reconsideration in the subsequent merit lists would be entertained.

5. If the student does not accept the offer or respond within due date, name of the student will be removed from all selected Universities / Colleges, however, name will remain in Universities / Colleges where  he/she is in Waiting List for next merit list

6. Foreign students admitted under this Scheme will pay the tuition fee and other dues directly to the institution concerned at the rate prescribed by the institution without any relaxation.

7. The documents received postal mail will be considered only if its original copies are received / checked subsequently within due date.

8. Option/preference for admission in the Colleges/Universities given in the application form shall be final and will not be changed.

9. After admission under this Scheme, migration from one University / College to another University/College shall not be allowed.

10. After admission, the applicant will not be allowed to change their discipline and to claim exemption of tuition fee and other dues.

11. Students who do not fulfill the requisite criteria need not apply. Ineligible students even if admitted are liable to expulsion at any stage and the Higher Education Commission will not accept any liability whatsoever in this regard.

*The above rules shall be applicable to all foreign students admitted under Self Finance Scheme.

The following documents will be required after provisional selection:

  1. Two printed copies of HEC online applicationg form
  2. Two copies of Certificates / Marks Sheet of HSSC / equivalent examination attested / verified by IBCC.
  3. Two Copies of Equivalence Certificate from Inter Board Committee of Chairmen (IBCC) Islamabad where applicable
  4. Two Recent Photographs.
  5. Two copies of passport
  6. Two copies of Proof of Pakistani Origin i.e. Pakistani Passport / National Identity Card / NICOP / Registration Form etc. (if applicable).
  7. Two copies of domicile certificate in case of dual national Pakistanis
  8. Two Copies of Result of SAT-II or MCAT or any other Regional entry test result.
